We all remember the tragic events of 9/11.  Unfortunately, when volunteers went to Ground Zero to offer help, the people in charge had no way of credentialing or training potential volunteers.  People were turned away when they were needed the most.

The MRC was formed to avoid this situation in future emergencies.  The MRC program was developed to credential and train volunteers prior to an emergency to ensure that volunteer efforts can be utilized.
